Yes you can use DX7 in VB.NET (I'm assuming, since more people would be familiar with that). I would actually recommend it since that's what everyone is familiar with on these boards.

the buttons were made from an online editor called cooltext.com. I'm sick of trying to get someone to make a GUI for me and getting stood up, even when I offer to pay. so if I have to make my own GUI so be it, and it won't look nearly as good as anyone else's because image editing is not my strong ...

A plain form with normal buttons and text boxes would look better than that. The background is just black and white pixels. The buttons are generic and were probably made in Jasc Paintshop. I would suggest either:
A) Finding someone who will make you a GUI.
B) Stick with normal form controls.

With the most optimized code, you may take it from really slow to really slow - 1. You can't speed up something just by cleaning up the code around it. Simple file I/O like string reading along with variable-location I/O like the INI reading is very slow. Period. It has nothing to do with the code ...
