1. how do i make sure a number isn't a decimal?

2. does setplayerhp work for npcs?

3. does the .hp variable for an npc mean max or current?

1. convert to an integer?

2. No. I think there may be a little sub somewhere for npc's, but you may need to set it manually.

3. Npc or MapNpc? If it's a mapnpc, then current, because the max is set by the npc preset, not the one being rendered on screen.

If a number is a byte, integer, or long, it won't have a decimal.

Single, Double, and currency are the only ones that can do decimals I think.
